TOURNAMENT RULES

With Thanks to the DIPLOMATIC CORPS

Tournament Director (TD) : Neil Duncan

Assistant to the TD (In case of votes or rules issues where TD is unavailable) : Fearghal O Donnchu

1 The Tournament

1.1 Location

The tournament will be held in the Teachers Hall in Parnell Square.

1.2 Schedule

There will be 3 rounds of Diplomacy as follows:

Round Date Time Start Time End
1 Friday 23rd 18:00 23:00
2 Saturday 24th 14:30 19:30
3 Sunday 25th 9:30 15:00

1.3 Board Assignment

Players will be assigned to boards randomly. Thereafter an attempt will be made to avoid placing players in the same board as previously played. This may become harder as the rounds progress and the assignment by the Tournament Director is final.

1.4 Country Assignment

Country assignments will be random. The Tournament Director will determine their country assignments in a random manner providing that players will attempt to not play the same country twice in the tournament.

1.5 Uneven Number of Players

If there is case where players are to be dropped to make a seven player board, then the priority will always be to keep the players who have travelled the furthest in the tournament. The TD will make the final decision on who drops out.

2 SCORING

2.1 Scoring System

The scoring system for the tournament is: C Diplo (modified). Information on the scoring system can be found in the scoring document.

2.2 Posting Tournament Standings

Standings in the Tournament will be posted at the end of each round (if we get time).

3 TURN DEADLINES

Turns will process with 18 minute deadlines. There will be a central clock which regulates the time. There will also be a central box system. Players must have their orders in the central box before the timer runs out.

Failing to have orders in the box will result in a yellow card, which is essentially a warning. A second offence will result in a red card, which will give the player an NMR for that turn.

4 ADJUDICATION/READING ORDERS

The players will normally read and adjudicate their own table's orders. Each player will take a turn collecting and reading the orders. The person who is to read will read his own orders first.

5 ORDER WRITING CONVENTIONS

Standard abbreviations are encouraged for the language of the specific board being played at. Multi lingual players on the same board may agree to use alternate standard language abbreviations for the languages that they are familiar with in rare cases as long as players are familiar with what those abbreviations are.

Poorly written orders that allow for only one reasonable reading (ignoring intentional miswritten order as a possibility) are to be followed. However no direct change in the implied order is to be made.

Example 1:

Order
Army Paris support F Pir to Brest,
Fleet Picardy to Brest
Pir is reasonably close to Pic especially when poor handwriting is involved to say that the move is Fleet Picardy to Brest. So this order is legal and should be executed.

Example 2:

Orders
Army Paris Support F Picardy to Burgundy
Fleet Picardy to Brest
The Paris support is not just poor it is grossly wrong and should not be changed to read supporting the move to Brest.

6 THE GAME RULES

The Hasbro 1999/2000 Rule Book will be used with extended explanations as per section 7 below.

7 RULEBOOK EXCEPTIONS/EXPLANATIONS

The TOURNAMENT DIRECTOR'S DECISION WILL BE FINAL ON ALL RULES ISSUES.

The following situations are ruled in advance as follows:

7.1 Unwanted successful Convoy may not be forced

Italy: France:

7.2 Unwanted failed convoy must be ignored.

England: France: Germany: The army moves to London by land.

7.3 Wanted Convoy/Exclusive Convoy may be ordered.

France: In the event of the above exclusive order, the Army Marseilles is going to Spain only by convoy and if the convoying fleet is dislodged then the Army fails to move even though it may have an unopposed land route.

7.4 Alternate Convoy is unsuccessful if even one of the convoy routes is disrupted.

England: France: Convoy fails.

7.5 Convoyed attacks do not cut supports on the fleet convoying the specific attacker

Russia: Turkey: In this case the Russian Fleet is dislodged and the convoy does not take place.

7.6 Paradox results in moving units holding.

There are two known Paradox's which are rather rare and should they occur then the moving units hold:

Pandin Paradox

Italy:

France: England: Extended Paradox:

Italy:

France: England:

7.7 HOW TO CONDUCT A VOTE

7.8 REPLACEMENT PLAYER

Should a player have to leave a game from illness or personal reasons in 1901-1902 the Tournament Director may replace the player and restart the game if a player is available. Otherwise the position will be placed in Civil Disorder.
